Operating the gas transmission system: institutional design challenges and solutions

What are the relevant challenges and developments, with respect to the institutional structure, to gas transmission system operators?

Transmission system operators (TSO) are critical to gas markets and the transmission system. Throughout Europe, they facilitate market operations and maintain the integrity of the gas system. They face more than technological challenges. Through an institutional structure, they coordinate the positions, relations and behavior of the actors that own, operate, develop and use the gas transmission system. In other words, they are at the crossroad of technology and institutions. This research project aims at identifying the developments and the challenges that are relevant to TSO’s at each level of activity, from the micro up to the macro level via the meso level. It analyses their effects on TSO’s roles and responsibilities. Finally, it develops and test institutional design solutions.
